Of course, the structural set up of each institution plays a major role in defining the job description or function of each. They both can work in identifying compliance gaps during the conduct of the daily work; for their respective areas however not necessarily restricted to the relevant area but to each others areas, since both are working with the same perspective on mind; which is compliance with the regulations. Keep in mind that, even internally, most business lines /departments & staff look at compliance as one entity, be it AML or general regulatory compliance. (Intertwining functions) Both managers has an important responsibility of establishing & maintaining a network and link of information with the regulatory authorities and law enforcement agencies in the country, to ensure their full knowledge of any regulatory developments by the authorities and to coordinate on any compliance issues raised by the authorities, and as a result ensure compliance. (networking) Both persons should have a clear channel of communication, between them, with continuous interaction, coordination & follow up on AML matters & other compliance matters., and this communication is not only restricted to them only; however, it should be extended with the various business lines to increase awareness across the institution. (Communicating) Both Compliance & AML yearly business plans can be developed as one coherent plan that complement each other in terms of compliance & implementation to executive management and brings up the standards of compliance within the financial institution. (Planning) Both can advise each other on compliance issues and evaluate the compliance level of the institution as per respective areas of expertise; where each has his/her input and perspective on the matter; especially now a days that AML compliance has become a requirement on each and every product being introduced by the bank. Hence such coordination is vital to ensure banks compliance (ORAP). (evaluating & advising) Compliance officer can support the AML officer in term of implementing & enforcing AML policies; with the various business departments & branches. He /she will play the role of the facilitator and marketer into this process as a regulatory requirements as a part of the Internal compliance review conducted by compliance.
